美国对华定尺碳钢板作出反倾销行政复审初裁（2014-2015）、部分取消反倾销行政复审

2016年8月12日，美国商务部对进口自中国的定尺碳钢板（cut-to-length carbon steel plate）作出反倾销行政复审初裁（2014-2015）：初步裁定中国涉案企业舞阳钢铁有限责任公司（Wuyang Iron & Steel Co., Ltd.）在本次行政复审调查期内无可审查交易；另外一家中国涉案企业湖南华菱湘潭钢铁有限公司（Hunan Valin Xiangtan Iron and Steel Co., Ltd.）因未提交其适用单独税率的反倾销调查问卷答卷，故适用128.59%的中国普遍反倾销税率。本案调查期为2014年11月1日~2015年10月31日。涉案产品的美国协调关税号为7208403030、7208403060、 7208510030、7208510045、7208510060、7208520000、7208530000、7208900000、7210703000、7212405000和 7212500000。利益相关方可就本次反倾销行政复审初裁提交评论意见。与此同时，应Nucor Corporation的撤销申请， 美国商务部决定取消对中国14家涉案企业（企业名单详见下表）的本次行政复审调查。
1996年12月3日，美国商务部发布公告，对进口自中国、乌克兰、俄罗斯和南非的碳钢定尺板进行反倾销立案调查。1997年6月11日，美国商务部发布对进口自中国的碳钢定尺板反倾销初裁公告。1997年11月20日，美国商务部发布对进口自中国的碳钢定尺板反倾销终裁公告。2016年1月7日，美国商务部对进口自中国的碳钢定尺板进行反倾销行政复审立案调查（2014-2015）。
